WhatsApp Charges After 1,000 Free Messages: How Support Teams Keep Costs Low

From October 1, 2026, Meta charges for WhatsApp service messages after 1,000 free per number each month. What is free, what is paid, Pakistan rates, and how a shared inbox keeps your bill small.

Your team replies to customers on WhatsApp all day. Until September 30, 2026, most of those replies cost nothing. From October 1, 2026, Meta charges for service messages again once a business phone number passes 1,000 free service messages in a month. If your support or sales team works on WhatsApp, this changes how you should plan your month.

This guide looks at the new rules from the point of view of a team running WhatsApp in a shared inbox like 12Bot: what now costs money, where the free messages are, and the habits that keep the bill small.

The problem: replies are no longer automatically free

Meta bills per delivered message, not per conversation. That has been the model since July 1, 2025. If a message is not delivered, there is no charge. The price depends on the message category and on the country code of the customer's number.

On October 1, 2026, two things that used to be free became paid:

  • Service messages (normal replies inside the 24-hour customer service window), after the first 1,000 each month per business number.
  • Utility templates sent inside an open 24-hour window, which were free from July 1, 2025 until September 30, 2026.

Marketing, utility and authentication templates are charged per message, and the 1,000 free allowance does not apply to them.

What the 1,000 free messages really cover

  • Only service messages, not templates.
  • It is per business phone number. Three numbers means three separate allowances.
  • It resets every month and unused messages do not roll over.
  • From message 1,001, each reply is charged at the service rate for the customer's country.
  • With no payment method on the account, Meta delivers the free 1,000 and then stops delivering service messages for the rest of the month.

What is still free

  1. Your first 1,000 service messages each month, per number.
  2. The free entry point window. When a customer messages you from a Click to WhatsApp ad and you reply within the service window, marketing, utility, authentication and service messages to that customer are not charged while the window is open. Meta's current page says it can stay open for up to 7 days. Older documentation said 72 hours.
  3. Incoming messages. Meta never charges for messages customers send you.

What it costs in Pakistan and India

Meta's official USD list rates effective October 1, 2026, per delivered message:

Utility and authentication get volume discounts as monthly volume grows. Service messages do not. Meta can update rates on January 1, April 1, July 1 and October 1, and a solution provider may add its own fees on top of Meta's rates.

A quick example: a team sends 1,500 service replies to Pakistani numbers in a month from one number. The first 1,000 are free and the other 500 cost 500 x $0.015 = $7.50. A marketing broadcast to 10,000 customers, on the other hand, is about $473 in Meta charges every time. Broadcasts are where planning matters most.
